Daniel Francisco López Naranjo is a political scientist from the Universidad Nacional de Colombia and master's degree in Administration and Public Policy from the Center of Economic Research and Teaching (CIDE). Since 2021, he has developed studies and analysis in various areas of public policy in institutions such as the National Planning Department and Econometrics. He has experience in more than 10 consulting processes for government entities and international organizations, participating in the formulation and evaluation of plans, programs and projects. His areas of interest include territorial planning and development, innovation in the public sector, and knowledge management.

Diego Sandoval Peralta, industrial engineer, economist and MBA from Universidad de los Andes and M. Phil (cand.) in economics from Oxford University. Until 2016 and for 30 years he was Director of Econometrics. He participated in more than 150 projects as director or expert. His areas of expertise were in economic and financial structuring and evaluation of projects, evaluation of public policies and sectoral analysis in agriculture, transportation and regional development.

Zuleima Urrea

Data Collection Director

Agricultural Engineer, graduated from the Universidad Surcolombiana with a specialization in social management from Uniminuto and a Master's degree in project management from the EAN. With experience in the design, planning, monitoring, and execution of information collection operations at the national level and in the planning, advice and support of information collection in Central American and Caribbean countries. Her experience includes the management of work teams, the management of administrative and operational aspects for qualitative and quantitative data collections, in urban and rural areas, face-to-face and virtual. She has participated in projects related to the following topics: education, health, early childhood, socioeconomics, rural finance, among others.

Ingeniera agrícola, egresada de la Universidad Surcolombiana con Especialización en gerencia social de Uniminuto y Maestría en gerencia de proyectos de la EAN. Con experiencia en diseño, planeación, seguimiento y ejecución de operativos de recolección de información a nivel nacional y en la planeación, asesoría y acompañamiento de recolecciones de información en países de Centroamérica y el Caribe. Su experiencia incluye la gestión de equipos de trabajo, el manejo de aspectos administrativos y operativos para recolecciones cualitativas y cuantitativas, en zona urbana y rural, presencial y virtual. Ha participado en proyectos relacionados con las siguientes temáticas: educación, salud, primera infancia, socioeconómicos, finanzas rurales, entre otros.

Yeimy Sandoval

Yeimy Sandoval Olaya is an expert in psychology and has held links with the organization since 2016. She has participated in more than 20 consultancies over this period, with principal areas of interest in: Human rights, social inclusion, vulnerable populations, education, and social protection. She has professional experience in coordination of qualitative data collection, both in person and online, in which she has overseen fieldwork teams delivering interviews, focus groups and telephone surveys. She has overseen telephone surveys as a quality coordinator; and she has also provided a broad range of transversal support to information-gathering studies, from delivering transcriptions to coordinating a group of transcribers by carrying out quality controls of their work.

Manuel Ramírez Gómez, a Civil Engineer from the Pontifical Javeriana University, studied at the newly-created School of Graduate Economics at the University of the Andes, after which he completed his doctorate at Yale University. He was Director of Econometría between 1979 and 1984, leading 44 studies and participating as an expert in a further 50 in addition.

Bernardo Kugler

Founder

Bernardo Kugler graduated as a Civil Engineer from the National University of Colombia in the class of 1962, and became a teacher in the faculty soon after graduation. In 1977 he founded the economic consultancy company Econometría, with the aim of contributing solutions to specific problems faced by private or public institutions. He was the first Director of the company, until 1979 when he established formal legal status.

Alejandro Vivas Benítez is an Economist from the National University of Colombia. Doctorate studies from the University of Texas in Austin (1977-1979) and Virginia State University (1980-1984). He has more than 30 years of experience in economic and social consultancy.

Christiann David Orjuela Bernal is an Economist at the National University of Colombia who has worked in the public and private sector. As a member of the Deputy Management team at the ICBF, he participated in collection and analysis of data for the creation of public policies, and has experience in finance, as well as in advertising as a data analyst. Yanira Oviedo

Yanira Marcela Oviedo Gil is an economist from Universidad del Valle, has a PhD in modeling in public policy from Universidad Tadeo Lozano and a master's degree in economics from Universidad de Los Andes and a master's degree in management of social security systems from Universidad Alcalá-Henares. Since 2005 Yanira has been working in socio-economic and public policy analysis, particularly in labor economics, social security (emphasis on pensions), household surveys, early childhood development, and impact evaluation. Yanira has worked in important economic think tanks (Universidad del Valle, Banco de la República and Fedesarrollo), in the executive branch in Colombia (Ministry of Labor and Colpensiones) and at the Inter-American Development Bank (Washington D.C.), which has allowed her to provide technical support to governments in Latin America and contribute directly to public policy.

Jhon Jairo Romero is a specialist in Mathematics and Statistics, with a Masters in Economics and postgraduate studies in Applied Statistics. Álvaro Reyes

Álvaro Reyes, Electrical Engineer and PhD (c) in Economics. He was a founding associate of Econometría S.A. with more than 35 years of consulting experience. Director and consultant in more than 150 projects carried out by the company, and participated in three of the first impact evaluations of the Colombian government’s flagship social programmes: Families in Action, Youth in Action and Work in Action. He was part of the technical consulting committee of the company.

Adriana Cárdenas

Adriana Cárdenas is Systems Engineer specialized in Software Development for Networks with more than 16 years of professional experience. She has worked with Econometría since 1994 and has participated in more than 90 consultancy projects for the company. Her principal areas of interest are: Analysis, design and development of information systems tailored to individual studies, construction of data collection tools with and without internet connection, systematization of monitoring, and follow-up models.

Margarita Moreno is an economist from Universidad Externado de Colombia, with a master's degree in leadership and people management from Universidad de Valencia, linked to Econometría since 2016, she has experience in the different processes that are an integral part of the human talent area, her interests are focused on the strategic issues of talent management, welfare and development.

Carolina Suárez

Technical Manager – Director of Projects

Carolina Suárez Hernández is a Political Scientist from the Universidad del Rosario, with a Master in Public Administration and Public Policy from the Monterrey Institute of Technology and Higher Education. Since 2009 she has worked in evaluations, studies and a variety of social analysis at the Monterrey Institute of Technology, the National Department of Planning, the Colombian Institute of Family Wellbeing, and at Econometría, holding links with the company since 2013. As a consultant she has participated in projects on childhood and adolescence, armed conflict, justice, civil service, recycling, road safety, and gender, and has worked on strengthening M&E.

Marisol Rodríguez

Marisol Rodríguez is a Systems Engineer with a Masters in Political Science specialized in Project Management. She has worked with Econometría since June 2001, participating in various projects, and in recent years has been coordinator of tenders. Her area of interest is public policy, with emphasis on social protection and education. She has broad experience in the Colombian public purchasing system, as well as in international organizations and multilateral banking.

Gelcy Díaz is an Economist with additional studies in fiscality and International Commerce. She has worked with Econometría since 1990 as Finance and Administration Manager. During her career she has been responsible for administration and decision-making in financial management of national and international projects, and participates in the company’s corporate and strategic planning, as well as being Econometría’s deputy legal representative.

Yeimy Sandoval

Yeimy Sandoval Olaya es profesional en psicología, se encuentra vinculada a la entidad desde el año 2016, ha participado en más de 20 consultorías en este periodo de tiempo, los principales temas de interés son: derechos Humanos, inclusión social, Población vulnerable, educación y protección social. Se ha desempeñado en la coordinación de recolecciones de información cualitativa tanto presencial como virtual, en donde ha liderado profesionales de campo encargados de realizar entrevistas, grupos focales o talleres; ha sido coordinadora cuantitativa liderando grupos de encuestadores telefónicos; también ha realizado apoyo transversal en todas las actividades que conlleva la ejecución de un estudio, desde realizar transcripciones hasta coordinar un grupo de transcriptores realizando controles de calidad de los productos entregados por el personal contratado.

María Camila Arias es una ingeniera mecánica que, tras 3 años de experiencia en regulación del sector energético, viró su profesión hacia la economía. Sus principales áreas de interés son la evaluación de impacto y el desarrollo económico promovido por el sector privado y la productividad de las firmas.

David Orjuela

Christiann Orjuela es economista de la Universidad Nacional de Colombia, se ha desempeñado en el sector público y en el sector privado. Hizo parte del equipo de la Subdirección General del ICBF en la recolección y análisis de datos para la formulación de políticas públicas. Tiene experiencia en el área de finanzas y en el campo de la publicidad como analista de datos. Yanira Marcela Oviedo Gil es economista de la Universidad del Valle, doctora en modelado en política y gestión pública de la Universidad Tadeo Lozano y cuenta con una maestría en economía de la Universidad de Los Andes y una maestría en dirección y gestión de los sistemas de seguridad social de la Universidad Alcalá-Henares. Desde 2005, Yanira ha venido trabajando en análisis socio-económicos y de política pública, en particular, en economía laboral, seguridad social (énfasis en pensiones), encuestas de hogares, desarrollo infantil temprano y evaluación de impacto. Yanira ha trabajado en importantes centros de pensamiento económico (Universidad del Valle, Banco de la República y Fedesarrollo), en la rama ejecutiva en Colombia (Ministerio del Trabajo y Colpensiones) y en el Banco Interamericano de Desarrollo (Washington D.C.), lo que le ha permitido ser soporte técnico a gobiernos en América Latina y aportar directamente a la política pública.

Manuel Ramírez Gómez ingeniero civil de la Pontificia Universidad Javeriana, ingresó a la naciente Escuela de Economía para Graduados de la Universidad de los Andes, y luego realizó sus estudios de doctorado en la Universidad de Yale (Estados Unidos). Fue Director de Econometría entre 1979 y 1984 y dirigió 44 estudios y participó como experto consultor en otros 50 estudios.
